Bureaucratic Tip #1: When working in
a bureaucracy, it's more important to be obsequious to the secretaries of VIPs than to the VIPs themselves, who often like
to think of themselves as being approachable and down-to-earth benign despots.
Bureaucratic Tip #2: Before writing any correspondence, be sure to check your bureaucracy's official
correspondence guidebook. Everything should be officially approved by the correspondence committee (or a corresponding official
